Submission of amendments to existing access agreements for 2008-09

As the emerging market develops and evidence begins to become available about the effectiveness of bursary arrangements institutions may feel it is necessary to revise their access agreements.

We will process material amendments to access agreements (where bursaries are reduced, eligibility is narrowed or fees are increased) for 2008-09 on a rolling basis within the following timetable:

Material amendments to access agreements can be submitted up to 31 October 2007 for 2008-09.

The deadline of 31 October 2007 should allow applicants to apply elsewhere, within the UCAS deadline of 15 January 2008, should their application choices be affected by changes to bursary packages. We also expect institutions to honour any firm financial commitments made to any current applicants holding an accepted offer.

This process will be reviewed for 2009-10.

Late submissions

We will only consider late submissions in exceptional circumstances. Institutions that are not able to comply with the timetable, or have a different recruitment cycle, should contact us as early as possible to discuss a suitable submission date.

Non-material amendments

There is no timetable for non material amendments, or amendments which are beneficial to students. We would be happy to discuss suggested amendments with institutions before they submit if this would be helpful.

Amendments to agreements should be sent to accessagreements@offa.org.uk. We will assess amended versions on a rolling basis and will aim to issue decisions on amendments within three weeks of receipt.
