Sarah Howls is Head of Student Opportunity at the Higher Education Funding Council for England (HEFCE), overseeing the Council’s work to promote and protect the collective student interest and widening participation. This includes the development and implementation of the widening participation strategic statement process and (with OFFA) the national strategy for access and student success. She also played a significant role in the development and implementation of the National Scholarship Programme.
Before joining her current team, Sarah worked in HEFCE’s Learning and Teaching team, with responsibility for elements of teaching quality enhancement. She also previously worked at the University of the West of England, Bristol, as Head of the Project Office in the Faculty of Art, Media and Design.
