Promoting fair access to higher education

The Office for Fair Access (OFFA) is an independent public body that helps safeguard and promote fair access to higher education. The main way we do this is by approving and monitoring 'access agreements'. All English universities and colleges that want to charge higher fees must have an 'access agreement' with us.

National strategy for access and student success

The Government has now published the national strategy for access and student success, which was developed by OFFA and the Higher Education Funding Council for England (HEFCE).
