Promoting fair access to higher education
The Office for Fair Access (OFFA) is an independent public body that helps safeguard and promote fair access to higher education. The main way we do this is by approving and monitoring 'access agreements'. All English universities and colleges that want to charge higher fees must have an 'access agreement' with us.

Guidance on 2013-14 access agreements
Our guidance on how to produce an access agreement for 2013-14 is now published. The deadline for submitting your completed agreement is 31 May 2012.
